They appeal to stay at home during the Census: “No one will go to jail for being on the street”

On November 9, from 5:00 a.m. to 6:00 p.m., the 2022 National Census will be carried out and therefore circulation will be suspended. Although there will be some exceptions.

During a visit to the studios of radio Universo / Nación Media, Iván Ojeda, head of the National Statistics Institute (INE), highlighted that the National Census 2022 It will take place next Wednesday, November 9.

“We ask for that effort that they remain in their homes from 5 a.m. to 6 p.m. on that Wednesday. NNo one is going to go to jail for being on the street that day, but we appeal to citizen awareness”, he highlighted about the prohibition to circulate that day.

He also made it clear that nothing is signed during the census and that the census taker who will carry his ccard and identity document. There is also no question of gender ideology.

You have to remember that on November 9, from 05:00 to 18:00, it will be suspended throughout the national territory, the circulation of means of transportation of people and cargo, with the exception of those that are at the service of the Census, as well as international transit and those related to security services, public and private medical assistance.

Excepted activities:

  1. National, departmental, municipal authorities, diplomatic authorities and representatives of international organizations for the exercise of their urgent functions, public and private sector officials for the provision of essential services; public and private health services, preventive and emergency maintenance services for medical and hospital equipment, health personnel, Military and Police Forces, migratory activity, meteorological service, firefighters and air traffic control, who are in active service on that date .
  2. People who must assist others with disabilities and older adults.
  3. Media workers for the provision of their services.
  4. People affected by the activities of the census.
  5. Maintenance of basic services (water, electricity, communications), and emergencies.
  6. Activities that the Central Bank of Paraguay has essential to guarantee the functioning of the banking and financial system.
  7. Logistics Chain (ports, river ships, shipping lines).
  8. Funeral services.
  9. Pharmacies located in the vicinity of public hospitals and private sanatoriums, up to a maximum distance of 100 (one hundred) meters, will operate under a guard system with the minimum number of officials.
  10. Participants in Seminars and/or International Congresses scheduled in advance of the enactment of Law 6987/2022.
  11. Essential workers for the operation of hotels that have clients staying on that date. These guests will be registered under the modality of collective housing.
  12. Telecommunications, fixed and mobile internet, digital services and call center activities.
  13. Essential surveillance, cleaning and guard services.
  14. Those activities not contemplated in these regulations: they will be handled by the National Institute of Statistics (INE) in coordination with the Institution or Organization responsible for the affected area.

In addition, the people affected by the activities and services mentioned above must carry their respective accreditations that certify them as such (card, certificates, records, permits, etc.)

What time does the Census start?

At 5:00 a.m. on Wednesday, November 9, a national holiday. At that time, the census takers go to the meeting points with their supervisor. Around 07:30 they will start their tour. Citizens in general should avoid traveling from 5:00 a.m. to 6:00 p.m.

How long does the Census last?

They carry it out in one day, on November 9, 2022, except in rural areas where, due to the dispersion of homes, it will last up to two weeks.

Are all the inhabitants of the country registered?

Yes, all the inhabitants who have spent the night from November 8 to 9 in the national territory will be registered.

What happens to the watchmen or guards who work at night?

Every person will be registered in the census in the place where they slept the night of November 08 to 09. If a person did not sleep at home only for work reasons, he will also be registered as if he had slept at home. If the person has a day shift, the census responses will be answered by any adult who is in the home. Otherwise, a note will be left with information to arrange an interview.

What happens if I give false information?

The Census is based on the good faith and civic spirit of citizens when submitting their data. If you provide false information, you cause a distortion of the photograph that you want to obtain through the answers to the questions of the Census Questionnaire, therefore, you harm the country, the Department and the district where you live.

How will I be sure that the information I provide will not be misused?

The data that is delivered by the people to the census takers have for the National Institute of Statistics (INE) a character of statistical secret. This means that directly personal data such as the names, surnames and address of the census taker cannot be disseminated or processed and that the census takers or those who work in the census organization may disclose the information provided to them.

How do you know if the person who requests the data in the house is the one sent for that task? How to know if the census taker is really such and not an impostor?

Census takers will identify themselves with a credential signed by the National Director of the INE, where they carry their Identity Card. The credential has a QR code with a direct link to the data uploaded to the INE web platform. They will carry in their hands a folder indicating the sector that corresponds to the census, which is also identified with the symbols of the Census. In the folder are the forms and the Census Questionnaire. They will also carry a bag with the Census logo. In addition, it should be considered that the vast majority of census takers are university students, professors, and other professionals. All of them will have a training process in which their identities are also verified. In addition, there will be a supervisor who will be in charge of approximately 5 census takers. The supervisor and other members of the census organization will be making rounds through the neighborhoods.

Am I required to let the census taker into my home?

There is no legal obligation in this regard, but it is recommended to facilitate the work of the census taker that you receive it and let it enter. The census taker will do his job better if he can sit comfortably and fill out the Census Questionnaire as far as possible on a table.
