Governor-elect of Madre de Dios on regulations against illegal mining: “This entire regulatory package must be changed”

The virtual regional governor of Madre de Dios, Luis Otsuka (Avanza País), presented his position regarding the regulations that for years have tried to regulate informal mining activity. Outside the Government Palace, the elected authority maintained that the regulatory package regarding this issue would have to be modified to generate development in the region.

This is regulated because regulations that former Minister Pulgar Vidal brought out. There is a regulatory package that prohibits informal and illegal mining activity in the Madre de Dios area. I say very punctually I say to Peru: we must change all that regulatory package to be viable mining formalization in Madre de Dios and throughout Peru“, he pointed.

Mining activity is penalized throughout Peru, but why was it penalized since it is such an important activity that promotes development and the economy of our country? They have demonized, here it is necessary to be punctual, the NGOs in which they are working to prevent this important activity that can get us out of that shelter, of that mantle of poverty having so many natural resources, we live in extreme poverty. Here there are interests from other latitudes that must be studied and ‘put into’ the Executive and Legislative powers to design development policies that benefit the economy of all Peruvians”, he added.

When asked why informal mining continues despite the existence of regulations that seek to curb this illegal activity, Luis Otsuka answered: “I already said, you have to change. We have to bring in the Executive and Legislative powers and sit down with all the authorities. Here are problems of a national nature, small-scale mining and artisanal mining that is not the responsibility of the governors. In the norm it says who is in charge of controlling this illegal mining because there is a lot of talk about illegal and informal mining. It is to sit down to identify why it has grown [la minería informal] For interdictions there have been more than a billion and for formalizations there have not been even half a million. We cannot live prostrate any longer. Those children in misery and with anemia having so much wealth”.

Regarding the fact that he is in favor of the interdictions in Madre de Dios, the virtual governor-elect said: “If we are going to want to order Peru that lacks order, then in Madre de Dios, in mining, what should we do?: draw up regulations that make development viable. Therefore, I am not against the rules that are going to do something fruitful in the development of our town so that our children live happily. I am not happy when a child cries from hunger and is prostrated in misery”.

The expressions of Luis Otsuka occurred after a meeting in which the president participated peter castle with other elected regional governors at the seat of the Executive power.
