A proposed amendment to the Constitution, which is being called an emergency transitional PEC, is the bet of the president-elect, Luiz Inácio Lula da Silva, to make possible the payment of campaign promises, such as the Auxílio Brasil of R$ 600, from January 8, 2023. The text, which will be built until next Tuesday (8), makes the spending ceiling more flexible with unavoidable expenses, such as the income transfer program.
In a meeting this Thursday morning with the vice-president-elect, Geraldo Alckmin, members of the transition team and PT parliamentarians, the general rapporteur of the Mixed Budget Commission, Senator Marcelo Castro (MDB-PI), said that the promises of Lula’s campaign do not fit in the budget proposal for 2023, which was the government of Jair Bolsonaro. “Everyone knows that there is no resource for Popular Pharmacy and that resources for indigenous health, immunobiologicals and vaccines have been cut. The budget is already in deficit by itself. For the ninth consecutive year, we are budgeting with a deficit of approximately R$ 65 billion “, said Castro.
Upon leaving the meeting, the coordinator of the transition team said that this PEC would be a way to redefine the amounts to be spent next year for the payment of Bolsa Família with a definitive amount of R$ 600 and not to paralyze public works and services.
According to Alckmin, for the benefit to be paid with this amount in January, the PEC needs to be approved by December 15th. According to the vice president-elect, it is also necessary to guarantee a budget so that public services and public works are not interrupted. Alckmin thanked the budget rapporteur for his willingness to help build the proposal. “We are also going, Senator Marcelo, to look for the rapporteur of the mixed budget committee, Celso Sabino, and talk to the presidents of the Chamber [Arthur Lira] and the Senate [Rodrigo Pacheco].”
Alckmin said that next Tuesday (8), there will be a new meeting to detail the needs.
Lula
Next week, the president-elect arrives in Brasília, where he will have a series of meetings. On Tuesday, Lula will meet with the president of the Federal Supreme Court, Minister Rosa Weber, and the presidents of the Senate, Rodrigo Pacheco, and of the Congress, and of the Chamber of Deputies, Arthur Lira.
