Pedro Callisaya, Ombudsman, affirmed this Thursday that, during his visit to Santa Cruz, he evidenced violence, belligerence and massive violation of human rights. He laments the excessive use of force by the Bolivian Police and urges the authorities to put an end to the conflict over the census.
“From the verification that we have developed, we have shown that there is a scenario of violence, belligerence and massive violation of human rights. There are difficulties for patients to access health centerscancer patients who need therapy, in the ambulance traffic, there is a lack of fuel, garbage is in the streets, generating a serious public health problem, “he said.
He greeted the next installation of the technical table that will define the final date of carrying out the national survey and advocated for representatives of the inter-institutional committee to participate in this space, so that the eastern capital returns to normality.
“There is a situation of massive violation of human rights, we cannot maintain this situation. There is distrust, insecurity, because they are waiting for someone to harass them, there are people on the outskirts, waiting for them to be attacked, the social fabric is being damagedthe coexistence between Bolivians”, he stressed.
Issued at least 10 recommendations, after verify that there is an irregular supply of fuel, medicine and foodwhich above all affect people at higher risk, such as the sick, those who do not receive treatment, and people with disabilities.
Callisaya asks that all those involved in the conflict avoid statements that could harm an eventual process of reaching solutions. Demand that the Government dialogue with those who promote marches, fences and blockadesto achieve an intermediate room, which allows the provision of basic inputs.
“The census is a legitimate demand of the entire town, not only of Santa Cruzresponses of a technical nature must be found, respecting the rights of others”, he emphasized, pointing out that the use of public force must respect the criteria of legality, proportionality and respect for human rights.
