It is not surprising how easily any law becomes a dead letter in Paraguay. Let’s review the grotesque episode of the Good Shepherd and the coffin that was diverted from its explicit destination, that is, the cemetery.
The inmate Carmen Villalba demanded that the body of her brother shot dead in the north in the middle of an operation to dismantle the terrorist group, be brought to her presence, with a tone of demand as if instead of an ordinary inmate She was a pharaoh of ancient Egypt. Consistent versions indicate that both the prison management and the Ministry of Justice had denied the possibility of the convict being taken to the wake room where the remains of her brother rested. Reasons? That the security conditions would not be in place to guarantee a safe round trip. Then, and after a specific proposal, the transfer of the coffin to the prison was also denied.
We keep score, right? Then a young lady named Ana Coronel intervenes, who would be a former coordinator of female penitentiary establishments (?). She argued that the human rights of the inmate were being violated who, in 2010, she recalled, held a vigil in the Good Shepherd chapel for the remains of her deceased son. In other words, it was intended to explain a violation of the penitentiary law with another previous violation. And in case it was necessary, the intermediary warned the prison and justice authorities that if the request is not granted, a violent riot and even deaths could be generated. Typical language of extremists accustomed to dialogue with violence, kidnappings, torture and murder and whose most reprehensible and barbaric example was the one that ended the life of Cecilia Cubas.
The President of the Republic fired the minister and the prison director. Does that put an end to disorder and arrogance in penitentiaries? Obviously not. All prisons are penetrated and co-governed by organized crime. In that, we are not even original, because it is a current model in Argentina and Brazil where the drug cartels dictate their laws and impose their will. Here it was demonstrated with the episode of the traveling coffin.
