With the end of the electoral period and the definition of a new President of the Republic for the next 4 years, the transition period for governments begins. It is in this opportunity that the team of the current government provides a large amount of information on the progress of the country’s administration to a team appointed by the president-elect. Historic

In 2002, the then President of the Republic, Fernando Henrique Cardoso, signed a provisional measure, later approved by Congress and transformed into a permanent law, with the rules for a good start to a new government. At the time, Fernando Henrique himself provided his successor with data from his government, in a process recognized in the political environment as peaceful and civilized.

And whoever received the information from the Fernando Henrique administration in 2002 is the same person who will assume the Presidency next year. Luiz Inácio Lula da Silva has already mobilized trusted names to start the transition of government. The coordination, in the next 2 months, will be in charge of the vice president-elect, Geraldo Alckmin.

“Our objective will be to provide President Lula, in a republican and democratic way, with all the information necessary for his term, which begins on January 1, to be successful in meeting the priorities of the population,” Alckmin said on social media.

According to the Law No. 10,609, of 2002the person elected to the position of President of the Republic may create a transition team with the objective of finding out about the functioning of the bodies and entities that make up the Federal Public Administration and preparing the acts of the new government to be edited immediately after taking office.

The transition team will have access to information related to public accounts, programs and projects of the federal government. The members of this team will receive information from various areas, such as economics, health, education and infrastructure, for example, and will occupy temporary public positions, created exactly for this purpose, the Special Government Transition Positions (CETG). The law sets a limit of 50 people to occupy these positions. The CETGs are created from the second working day after the election results.

Members of the current government are required by law to provide the information requested by the transition team coordinator, as well as to provide the technical and administrative support necessary for their work.

With the 2002 law, the president-elect is not held hostage to the goodwill of the government, which ends to share documents, including confidential ones, from the last 4 years of management.

The Chief Minister of the Civil House is responsible for providing location, infrastructure and administrative support to the elected president and vice president so that they can work on the transition.

The law determines that the CETG must be vacant within 10 days after the inauguration of the elected candidate. At the end of this period, all members of the transition team are automatically dismissed. The new government definitely begins.
