The Government of Ecuador decreed this Tuesday, November 1, a state of emergency in the coastal provinces of Guayas (southwest) and Esmeraldas (northwest), hit by a wave of violence with attacks and shooting confrontations between police and criminals.
The president of Ecuador, Guillermo Lasso, in a message to the nationannounced that it declared “a state of exception in the provinces of Guayas and Esmeraldas”, as well as “the curfew (in those jurisdictions) from nine at night”.
The president described the actions of violence generated in those regions as acts of sabotage and terrorism, and blamed transnational organized crime gangs that, apparently, have reacted to the onslaught of law enforcement.

“What happened between last night (Monday) and today (Tuesday) in Guayaquil and Esmeraldas clearly demonstrates the limits that transnational organized crime – which we are fighting – is willing to cross,” added Lasso.
He assured that the “acts of sabotage and terrorism” are, “so to speak, a declaration of open war against the rule of law, the Government” and the citizens.
For this reason, he said that he ordered the forces of order “to act harshly, within the framework of the law” and again blamed the situation on the governments prior to his.

The Armed Forces and the Police “intervened the Litoral Penitentiary (Guayaquil) and seized weapons, ammunition, explosives and illegal communication systems,” said the president.
The Government, he said, seeks to “end this condition of crime headquarters in the Esmeraldas and Guayaquil prisons”, considered among the most dangerous prisons in the country.
He also said that he will move to Guayaquil to lead the “unified command post” and direct the operations of the public force. “The forces of order are going to intensify the actions” of the violent, but “be careful! with appealing to human rights to cover up delinquency”.
