In the development of three infrastructure works during 2021, the National Water Commission (Conagua) adds around 40 million pesos pending clarification, reported the Superior Audit of the Federation (ASF) in the second installment of the analysis of the public account 2021.
In the case of the construction of the Picachos storage dam and irrigation zone in Sinaloa, in which, among several contracts analyzed, the ASF observed an amount pending clarification of 18.8 million pesos.
The report indicated that, for example, excess payments of 13 million pesos were detected in 10 estimates of various service contracts in which payments were made, but the company reports do not include the documentation that proves the reported activities. Nor were conventional penalties applied for 3.7 million pesos because the works were not completed within the established deadlines, among other deficiencies that in total add up to almost 19 million pesos.
In the Lake Texcoco Ecological Project in the state of Mexico, the ASF indicated that 19.6 million pesos were determined pending clarification. Among the alleged damages to the treasury are 16.5 million pesos for the excess payment made in the construction of dirt roads, trails and roads, due to lack of supervision in the works.
Another probable damage to the treasury is for 2.9 million pesos, due to an improper payment made for the transport of tezontle from a bank of this material.
The ASF issued a sanctioning administrative responsibility promotion so that the Internal Control Body of the Conagua carries out the pertinent investigations and initiates the administrative procedure towards public servants who authorized an expense of 9.2 million pesos without having the formalization of a modifying agreement .
He recalled that the work of the Lake Texcoco Ecological Project began in 2020 with the aim of reconfiguring the Lake Texcoco Federal Zone with a total area of 12,224 hectares.
In the construction of the Churubusco-Xochiaca tunnel in the state of Mexico, it determined 1.2 million pesos pending clarification. It states that this audit was to supervise and verify the financial management of the resources channeled to this project and verify that the physical investments were programmed, budgeted, executed and paid in accordance with the applicable legislation and regulations.
