The collapse of the Saratea’s houselocated in Brena, as meeting center of some of the alleged members of the criminal organization called “Shadow Advisors” left the former advisor of the Ministry of Housing, Construction and Sanitation somewhat uncomfortable, Salatiel Marrufowho to continue holding their unofficial meetings —without leaving a record of who he talked to— would have set up a bunker very close to the ministry he headed Geiner Alvarado.
According to a Fourth Estate report, Salatiel Marrufo rented a room at the El Marqués de San Isidro hotel, which is located minutes from the headquarters of the Ministry of Housing. The purpose would have been to meet with congressmenbusinessmen, state suppliers, a delegation of Chinese businessmen, among other visitors, in the facilities of this building.
The then official, who accompanied the minister Geiner Alvarado during his tenure between August 2021 and August 2022, he would have used the hotel facilities to hold meetings, evading the official record of visits from the Ministry of Housing. Instead, he preferred to converse in the hotel lobby, cafeteria, and basement meeting room, in complete privacy and confidentiality.
The meetings were organized by marrufo at the hotel El Marques very early in the morningbefore their official working hours at the Ministry of Housing, and after their official office hours, in the afternoons and evenings.
As revealed by Cuarto Poder, in one of these meetings the issue of a tender in Sedapal was discussed, after Salatiel Marrufo became part of the board of directors of the state company. With him present in the directory, the disputed award of S / 102 million was granted to the Parasol company for some work in Huachipa. Contract that had to be suspended. Parasol is the same one that obtained a project to build a highway in Anguía.
Currently, Salatiel Marrufo is investigated by the Public Ministry for the alleged crimes of criminal organization, influence peddling and aggravated collusion. He is syndicated as part of the “Shadow Advisors”, which would have been led by the President of the Republic himself, Pedro Castillo Terrones. Given this, the Judiciary issued 30 months of preventive detention against him and against 2 others involved: Abel Cabrera Y Bibert Castillo.
