It’s about the which proposes to modify article 31 of the Political Constitution to promote the optional vote in the next electoral processes.

In the explanatory memorandum it is stated that the “Voluntary voting is a common practice in more than 95 countries” of the world, for which he considers it a mistake to force citizens to pay when the problem is due to “purely political factors”.

“We are convinced that by promoting the optional vote there will be a favorable change in the politics of our country, since it will improve the quality of the voter”says the document presented by Flores Ancachi.

Likewise, it also states that it will improve the quality of the candidates and parties, since it will generate greater proximity of politicians to citizens of all ages and social status.

“In that order of ideas, there is no doubt that the population does not trust the political class, and being forced to go to the polls; under penalty of fine, he manifests his rejection through blank and vitiated votes ”he underlined.

“The Legislative proposal does not generate spending to the national treasury, it does not contravene regulations on public spending; on the contrary, it has the benefit of saving the cost of fines for voters”sentenced.
