Congresses of 17 states approve reform of the National Guard

Morenista and allied senators generally approve the reform to the GN

The reform of the National Guard was approved by the deputies on October 13 with a qualified majority of 339 votes, and with the opposition divided. This after additions were made in the Senate.

Once the approval was consummated, President Andrés Manuel López Obrador recognized the Secretary of the Interior, Adán Augusto López, for his work to achieve the constitutional reform that extends the use of the Armed Forces in security tasks from five to nine years while the National Guard is being consolidated.

From that moment, the secretary began a tour of the states to get the advance in the states.

What does the reform consist of?

On September 14, the Chamber had already approved the constitutional reform to extend to 2028 the presidential power to use the Armed Forces in security tasks, also with the vote of Morena, her allies and the PRI.

However, the Senate of the Republic, when approving it on October 4, added a few paragraphs to establish “parliamentary controls.”

Among them, the obligation of the Executive to submit a six-monthly report on the exercise of this power of use of the armed forces, which includes verifiable data and indicators; that a bi-cameral commission analyze and rule on that report.

That commission may summon federal officials to appear, and it was also established that a fund should be created in the 2023 budget to give resources to states and municipalities in order to strengthen state and municipal police.
