Fenatep wants to take the bad Magisterial Spill

On July 8, when the Executive published Supreme Decree 009-2022-MINEDU, it had a clear objective: to open the way for the National Federation of Education Workers of Peru (Fenatep) – union founded by Pedro Castillo – to take the reins of the Magisterial Spill (DM)which manages assets of 3 billion soles.

Despite the fact that it is a private law entity, the president, together with the Minister of Education, Rosendo Serna, imposed a decree that modifies the statute of creation of the DM, in order to modify the composition of its Council. Directive, expanding the number of board members from six to 13 and preventing Sutep from having direct representatives (currently it appoints four out of six).

How does this benefit Fenatep? According to the norm, the Ministry of Education (Minedu) had to choose by lot the members of the electoral committees at the national level in charge of directing the election process of the new directors.

Instead, the DM denounced that the sector appointed teachers “by hand” in the committees, including the National Electoral Committee, which is chaired by Tito Vill Melo Toro, leader of Fenatep and friend of congressman Edgar Tello (Bloque Magisterial ) as seen on social networks.

The president of the Spill, Luis Espinoza, detailed other tricks that the Minedu would be applying to favor the positioning of the Fenatep in the entity.

“They have published the lists and schedules outside the term that the norm said. Initially, they stipulated that for a list of candidates to be elected to the directory it must have 30% of the signatures of the members. Fenatep exerted pressure on the ministry and a few days later they published a modification, so that only 1% of signatures are needed to win. What they are doing is scandalous,” he told Peru21.

He added that the election of the board of directors is “a process tailored to Fenatep.” “No matter how many 10 lists are submitted, they already know who is going to win,” she lamented.
