The latest progress report from the Comptroller General of the Republic on the fourth call for the acquisition of urea concluded that the winning company Prime Charters International LTD “would not credit production of nitrogenous fertilizer.”
According to the document, to which he had access Peru21Agrorural – program of the Midagri in charge of the tender – validated three finalist companies “that would not comply in all extremes with the requested requirements” in the directive and in the approved technical specifications.
The firms in question are Prime Charters International LTD (first place), Lusso Istanbul (second place), and Exper Ats Ihracat (third place).
According to the Comptroller, the selection of these companies that do not meet the requested requirements could “not guarantee the accuracy of the results of the process.”
“(In addition, it is not guaranteed that the process) has been carried out with equal treatment, transparency, competence, effectiveness and efficiency,” adds the report of the control body.
This fourth process was announced by the Ministry of Agrarian Development (Midagri) after detecting irregularities in the previous processes.
the current minister Patricia Ocampo assured that the success of this acquisition was assured with the creation of a multisectoral commission that will be in charge of monitoring and coordinating to bring the urea and save the 2022-2023 agricultural campaign.
“We are committed to carrying out a transparent process that can be carried out successfully and for that we also mention that we are not hesitating to convene the competent areas,” said the minister at the beginning of October. However, as a result of the Comptroller’s report, the new purchase would be frustrated and the fertilizers would not reach the fields of the farmers who feed the country.
