The indefinite civic strike began, officially during the first minute of Saturday 22 October, as had been announced, given the refusal of the national government to repeal Decree 4670, which sets 2024 as the year for carrying out the Population and Housing Census. Santa Cruz demands that it be carried out in 2023.
Fernando Larach, accompanied by Stello Cochamanidis (first and second vice president of the Committee for Santa Cruz, respectively) was the responsible for initiating the strike, at the foot of Christ the Redeemer, as is characteristic of these measures, and in the absence of the civic president, Rómulo Calvo, who is under house arrest by court order.
Despite the intentions to reach solutions through dialogue, the positions of the Government and the Santa Cruz institutions do not coincide, although both ask for dialogue without conditions. However, the Government remains in its decision that the census be carried out in 2024, while the Institutional Committee for the Promotion of the Census remains firm in respecting the mandate of the council of September 30: census in 2023.
Larach was emphatic in saying that the measure will be lifted only when that objective is achieved.
The Governor, Luis Fernando Camacho, pointed out that as long as there is an opportunity for dialogue, he will do so, but “Only with the bases that the council gave.” He announced that he will attend the meeting called by the Minister of the Presidency, María Nela Prada, for Saturday at 8:00, in which the Uagrm will present its technical proposal.
