After the request of the United States congressman, Albio Sires, to multilateral organizations to remove financing from the dictatorship of Daniel Ortega and Rosario Murillo, the Nicaraguan political analyst and former diplomat José Dávila, considers that the World Bank (WB), the Bank Inter-American Development Bank (IDB) and the International Monetary Fund (IMF) should integrate the component of respect for human rights in their loan and donation policies.
“International financial organizations were created to support countries in their development, growth and well-being of their populations. Banks like the IDB and the World Bank are there to support infrastructure and development projects in the long and medium term. These are loans that the countries also have to pay,” Dávila explained to Article 66.
The former diplomat assured that there should be no international financing for “dictatorships that are enemies of freedom and democracy,” but recommended looking for mechanisms to “grant humanitarian aid to peoples that satisfy their basic needs.”

Dávila stated that the constitutive charters of the multilaterals do not refer to the issue of “financing repressive states” that violate the human rights of their inhabitants and condition their loans. “That is why Senator Albio Sires’s request is understandable,” he emphasized.
For the analyst, banks such as the IDB and the World Bank approve and deliver loans based on their already established statutes and regulations. In the case of the IMF, he clarified that its role lies in “balancing public finances and rebalancing the macroeconomy of countries.”

Congressman Albio Sires called on the International Monetary Fund (IMF), the World Bank (WB) and the Inter-American Development Bank (IDB) to “take measures” to stop financing the “infrastructure of oppression” of the Daniel Ortega dictatorship and Rosario Murillo.
According to Sires, since 2018 the Ortega regime has received some $1.2 billion in loans under the guise of poverty reduction, disaster relief and support for small businesses.
“Nicaraguan dictator Daniel Ortega and his cronies have flagrantly violated human rights and international law. However, his government continues to receive financing from institutions such as the IMF, WB and IDB », criticized the US official on his Twitter account.
