Election of the Ombudsman returns to zero

Congress archives project that put obstacles to effective collaboration

It came to nothing. After a series of unsuccessful attempts in plenary in which 87 votes were not reached to elect the the Board of Spokespersons of the Congress yesterday considered the process concluded and agreed to form a new special commission to start from scratch with the selection of new candidates.

It should be remembered that the Judiciary (PJ) had already ordered the suspension of the process until the end of the amparo action filed by the Union of Workers of the Ombudsman’s Office.

However, despite the fact that on October 6 the plenary session had not reached the necessary consensus to elect the successor to Eliana Revollar —who has been in charge of the Ombudsman since April 30— and on Tuesday the candidate Víctor García Toma had declined to participate , yesterday Congress had decided to go ahead.

In addition, the Parliamentary Public Prosecutor’s Office had filed a jurisdictional claim before the Constitutional Court against the PJ due to a conflict of powers in the election of the head of the Ombudsman’s Office, as well as that of the magistrates of the Constitutional Court (TC).

NEW COMMISSION

In dialogue with Peru21Congressman Manuel García (APP), head of the Special Commission for the election of the Ombudsman, reported that the Board of Spokespersons made the decision to conclude the process in view of the fact that there was an ongoing competence claim and the Judiciary, through the precautionary measure, it was delaying the nomination of a new Ombudsman.

“It has been decided to appoint a new commission because, as long as the Judiciary does not resolve the competence claim, then we are going to have a problem,” he said.

In that sense, he explained that, by creating a new commission, the Judiciary will not have interference, since its competence is limited to the working group that it chaired.

Before the press, congressmen such as Luis Aragón (AP) and Eduardo Salhuana (APP) considered the decision opportune and considered that García’s commission fulfilled its cycle.

  • The Plenary also voted not to censor the third vice president Alejandro Muñante (RP). The session will be resumed today from 9:00 am to discuss different opinions.
  • The Constitutional Court has not yet ruled on the jurisdictional claim.
