Santo Domingo – The Executive Branch today issued decree 610-22, by which it instructs public institutions to purchase raw agricultural products, prioritizing purchases below the threshold, from small family farmers and associations or cooperatives made up of them.
This, considering that the harvest volume of these farmers is not competitive in large-scale procedures.
«It is instructed for public contracting to prioritize family farmers who are in a situation of poverty. According to the data of the Single System of Beneficiaries (SlUBEN), or that are part of the SUPERATE program, as well as those who have been favored by economic support programs to make investments or improvements in their crops by the Dominican Government, “indicates the decree .
The document also provides that the Institute for Price Stabilization (INESPRE), the Ministry of Agriculture, the Institute for Development and Cooperative Credit (IDECOOP) and SUPERATE, establish mechanisms for the acquisition of said products.
“The Ministry of Agriculture must make a survey of the location of family farmers in the national territory, within a period not exceeding three (3) months from the entry into force of this decree,” it indicates.
In order to receive the benefits contemplated in the decree, farmers must be required to obtain a Certification from the Ministry of Agriculture that classifies them as family agricultural producers and identifies their productive capacity.
