Starting this week, drivers who have not committed traffic violations in the last 12 months can participate in the National Positive Driver Registry. According to the Minister of Infrastructure, Marcelo Sampaio, the measure aims to reward drivers who comply with the legislation.
“We came to 2018 with a fine format, a very strong fine industry. For the citizen to follow the line, to follow the legislation, you fined them very rigorously. We have been trying to change that, to bring an incentive through education”, said the minister in an interview with the program The Voice of Brazil this Friday (14th).
Of the 73 million Brazilian drivers, 46 are registered in the Digital Transit Card, a necessary tool for registration. According to the minister, 1.5 million drivers are free of fines in the last twelve months. To participate, the driver can register through the Digital Transit Wallet (CDT) or through the Services Portal of the National Traffic Department.
Among the possible benefits are discounts and exemption from fees, special conditions for vehicle rental, insurance, toll and parking fees, for example.

The minister also spoke in the interview about the month of actions to promote rail transport in Brazil. For the second consecutive year, September Ferroviário brought actions to encourage the modernization of rail transport in the country and the expansion of the national rail network from new segments. “Railways have been reborn in this country in the last three years”, says Sampaio. The minister also added that in November there will be the launch of a national policy to promote passenger rail transport.
Legal Framework for Railways
Marcelo Sampaio explains that the Marco Legal das Ferrovias introduced an authorization regime for the sector, “a regime that already works very well in the port sector, it also works very well in the air sector”, he said in the interview.
According to the minister, anyone who wants to build a railroad can ask for authorization from the Ministry of Infrastructure and will have a response within 60 to 90 days. “The authorization regime now allows us to expand Brazil’s rail network without the bureaucracy that we had before”, says the minister. Ministry data indicate that, since January, when the milestone came into force, 89 requests for railway authorization have been made. According to the minister, there will be another 20,000 kilometers of railroad in the next ten years.
