The former commanding general of the National Policeretired lieutenant general Luis Vera LlerenanHe denied having held a clandestine meeting with former advisors to President Pedro Castillo —Beder Camacho Gadea and Biberto Castillo León—As indicated in the constitutional complaint against the head of state, presented by the nation’s prosecutor, Patricia Benavides, to Congress.
According to the version of the complaint, Beder Camacho and Biberto Castillo offered General Luis Vera the General Command of the Police if he agreed to “align himself” with the head of state and did not persecute his nephews Friar Vasquez Castillo Y Gian Marco Castillo Gomez.
“That is totally false. That malicious information falls by itself, because I have been the one who proposed and encouraged the special teams in the Dirincri (Criminal Investigation Directorate), Dicocor (Anti-Corruption Directorate), Diviac (High Complexity Crimes Investigation Division) and Dirin (PNP Intelligence Directorate), for the location and capture of fugitives Bruno Pacheco, Fray Vásquez Castillo, among others, under the command of General Oscar Arriola. How can you say that I have been conditioned? This information has no basis,” General Luis Vera told The Republic.
According to the report of the Special Support Team for the Prosecutor’s Special Team Against Power Corruption, Lieutenant General Luis Vera Llerena, at that time director of the PNP General Inspectoratewould have been captured by the former advisers Beder-Camacho Y Bibert Castillo to recommend him, at the request of President Pedro Castillo, assume the General Command of the Police, as long as he was loyal. He also had to report everything and support Bruno Pacheco and his nephew Fray Vásquez Castillo to avoid his capture.
Furthermore, the report notes that President Castillo’s former advisers met with Lieutenant General Luis Vera inside the Brisas del Río Picantería, in San Martín de Porres, where he was offered the position of Commander General to replace Lieutenant General Vicente Tiburcio Orbezo.
“They really went fake. On the contrary, I have supported Colonel Harvey Colchado and the entire Special Team, providing them with personnel and logistics so that they can operate. The objective was the fight against corruption and all that has happened in my administration. How do you think I have accepted that condition? Everything is a fallacy that the Prosecutor’s Office will have to prove,” said the former PNP commander-in-chief.
“In no way did they offer me the General Command. that information is false. General Martin Parra Saldaña, who held the position of deputy general commander of the Police, visited me in my office at the Inspector General’s Office in the afternoon and informed me that, on behalf of the Minister of the Interior, Dimitri Semanche, he was going to assume the command Police General. General Parra even put me on the phone with Minister Semanche. ‘Congratulations, General! Starting tomorrow, you will be the commanding general!’ Minister Semanche told me. To which I replied: Mr. Minister, thank President Pedro Castillo for the confidence he has given me as Commander General! This was the appointment and not in a cebichería”, General Luis Vera recounted.
He explained that he met Beder Camacho by phone, when he had to make arrangements about the activities of President Pedro Castillo and assured that Beder Camacho and Biberto Castillo never conditioned him to anything.
“As commander general, have you received any kind of pressure?” we asked.
“Yes, I have received pressure, not from President Castillo, but from his advisor David Pérez Curi. When the National Citizen Security Council was held in Trujillo, Pérez approached me and said: ‘Mr. General, how is it possible that you have authorized Colonel Colchado to enter the president’s residence and you have not reported that?’ I replied: ‘I have nothing to report, Mr. Pérez, because the Special Team responds to the Prosecutor’s Office and I have no interference, and if I did, I would be hindering’”, recalled General Vera.
The former general commander of the PNP clarified that when the president peter castle He called him to the Government Palace, it was to inform him about everything related to the social conflicts in the country, because he was worried not only about those issues, but also about illegal mining, a problem that caused deaths.
They also called him to coordinate with the Armed Forces regarding citizen security.
“He never asked me about the Special Team (of Colonel Harvey Colchado), except for his nephews”, General Vera said.
“That information drops by itself. During my administration, twenty buildings were raided in search of fugitives. With that I show that I never acted according to the requirements of the president and anyone else, ”he concluded.
