The Minister of Hydrocarbons and Energies, Franklin Molina Ortiz, highlighted the ruling of the First Constitutional Chamber of Tarija that denied a constitutional amparo action filed against the members of the First Chamber of the Plurinational Agro-Environmental Court.
In June 2021, said instance annulled the judgment that obliged Petrobras Bolivia SA to pay US $ 61 million for the “use of agrarian property” in Campo San Alberto (Autonomous Region of the Gran Chaco). In this way, the Bolivian justice ratifies the legal guarantees for foreign companies that invest in the country, indicates an official report from the Ministry of Hydrocarbons.
“For the Government, it is very important to highlight the high sense of responsibility that the aforementioned First Constitutional Chamber has had when acting in accordance with the law. This decision of the Bolivian justice is transcendent because it shows the legal certainty that exists in the country for foreign investments, especially in the hydrocarbon sector ”, said the minister.

Later, he emphasized that his office is following up on the case, through teams of lawyers from the Ministry and YPFB (Yacimientos Petrolifos Fiscales Bolivianos), due to the economic implications that the case has, especially since it is an oil operation where YPFB is a partner to through the company YPFB-Andina.
The San Alberto field entered gas and oil production in 2000. This field is operated by Petrobras Bolivia SA and its partners are YPFB-Andina and the company Total Energies.
