The call 29/2022 to positions of judges or transitory judges was suspended by the plenary room of the Council of the Judiciary and that had been announced and implemented by the counselor, Marvin Molina, and the Minister of Justice, Iván Lima, since last August.
“The Council of the Magistracy communicates that, by order of the Plenary Chamber, as there are ongoing constitutional actionssuspends Internal Call No. 29/2022 ”, indicates the brief statement made known by this judicial entity.
On September 6, this judicial body, then headed by Marvin Molina, published the call to institutionalize 489 positions of judges called “transitory”. The decision was applauded by the Minister of Justice who spoke of “judges of excellence” and who This step was part of the recommendations of the Interdisciplinary Group of Independent Experts (GIEI) for justice reform.
Shortly thereafter it was discovered that Molina was planning to place judges related to the Government and this call was directly related to these irregularities. Molina left the presidency and the new president, Mirtha Gaby Meneses Gómez, was being pressured to suspend this call.
The Association of Bolivian Magistrates (Amabol) launched an attack against this call and reminded Minister Lima that the conclusions of the Justice Summit they sent for an “evaluation” transitory judges to institutionalize the charges and not a “call” with disqualifying requirements.
Molina had defended his summons, assuring that the judges who felt capable could take any exam and not hinder the work that was being done. The departmental organizations of judges began to withdraw their nominations and this Thursday, the judges made known globally who withdrew from the call.
The Council of the Judiciary had launched the call for 489 positions in the nine departments: La Paz 115, Santa Cruz 98, Cochabamba 87, Potosí 53, Chuquisaca 51, Tarija 41, Oruro 22, Beni 20 and Pando closed, which has only two charges in acephalia.
