Starting in November, the gradual removal of subsidies for electricity and gas will begin, but this is also the case for Water for the users of the company Aysa, whose concession region covers the Autonomous City of Buenos Aires (CABA) and 26 municipalities in the suburbs of Buenos Aires.
The segmentation of subsidies for the Water differs from gas or electricity in that Aysa users will have a rate according to their location, that is, they will pay differentially for the liquid according to high, medium or low zonal coefficients.
The tariff segmentation of the Water It includes the total elimination of subsidies for upper-class or higher-income households and a phased reduction for middle-income households, depending on their location.
For those users who, despite being located in areas classified as medium or even high income, and need to maintain the subsidy due to their economic situation, can register in an online registry on the web: www.argentina.gob.ar/eras.
Households that have:
*net income less than a value equivalent to two Total Basic Food Baskets: $239,514.
*A member with a Family Housing Certificate (ReNaBaP).
*An address where there is a community dining room or picnic area registered with RENACOM.
*At least one member of the household with a Lifetime Pension from Veterans of the South Atlantic.
*At least one member with a certificate of disability and considering that the members of the household as a whole have a net income of less than a value equivalent to three Total Basic Food Baskets.
Walter Méndez, president of the Water and Sanitation Regulatory Entity (ERAS) explained that “rate segmentation to reduce subsidies is done based on the category and the zonal coefficient. The purpose of this measure is an equitable distribution and with rational rates for the value of the Water throughout the concession area of the Aysa company, which are 26 municipalities in the suburbs and the city of Buenos Aires”.
In addition, he clarified: “The removal will be from November, according to the billing cutoffs that are not the same for all clients, they are weekly. Perhaps in the last week of November you can begin to see the impact on the bill and in the first week of December this year. Users who are within the high zonal coefficient lose subsidies in November”.
How will the segmentation
Users located in high-income areas will no longer have subsidies from November, having to pay the full rate for the liquid (15% of the population).
Those who are located in the middle-income areas will have a gradual removal of subsidies until they no longer receive them. The water subsidy is reduced by 40% in November, 20% in January and full rate from March 2023.
In the case of users located in low-income areas, they will have subsidies of 45% from November, 30% from January and 15% in March. The remaining 15% will be kept for one year. Households with a social rate will maintain the subsidy without registering online.
