The municipalities are the government unit that is closest to the reality that children and adolescents live, so in these territorial spaces public policies must be designed to solve the problems of this sector of the population, assured the person in charge of the office of the Executive Secretary (SE) of the National System for the Comprehensive Protection of Children and Adolescents (Sipinna), attached to the Secretary of the Interior, Constanza Tort San Román.
“The importance of the municipality is recognized by the General Law of the Rights of Children and Adolescents (LGDNNA), which in its article 19 recognizes that entities can develop a protection program with the participation of representatives, in order to contribute to the generation of the corresponding state program”, indicated the Ministry of the Interior in a press release.
During the first Municipal Congress for the Rights of Girls, Boys and Adolescents, Pachuca 2022, Constanza San Román pointed out that the municipality is also the space where minors face risks to their well-being, integrity and development, such as insecurity, violence, marginalization and social deprivation, among other factors.
He explained that it is in the entities where the first people who must respond immediately to violations of the rights of this age group are located and it is also the area where the restitution of their rights begins.
He added that the aforementioned congress came at the best time, because today thousands of children and adolescents face situations of risk for their education and emotional stability, and for this reason it is essential that all the authorities that have a function related to this sector of the population, even those that do not seem to have it, but that develop some that impact on them and they in any way, keep in mind their commitment to children and adolescents.
He also recalled that some criteria of the Inter-American Court of Human Rights (IACHR) that affirm that it is not enough to recognize that children and adolescents are subjects of rights, but that they must know that they are, and the authorities have the duty , the commitment and responsibility to listen to them, protect them and attend to them, so that all daily government actions must be focused in accordance with the best interests of children.
