Shadow Advisors: modus operandi
As indicated by the Superior National Court of Justicethe alleged criminal organization has its origin after April 11, 2021, the date on which the preliminary results of the general elections for the positions of President of the Republic, vice presidents, congressmen and representatives of the Andean Parliament were given.
The intervention of this criminal network would begin to give free rein, then, once the dispute between Keiko Fujimori and Pedro Castillo became official. Five stages weaved the operation:
- First stage: financing of the electoral campaign with assets of unknown origin to obtain illicit profits.
- Second stage: takeover of public institutions to generate illegal assets.
- Third stage: collusive acts in public procurement.
- Fourth stage: attracting sources of support (congressmen).
- Fifth stage: protection networks, concealment of the investigated, defamation, disappearance of evidence and intimidation of entities persecuting the crime.
Likewise, the official file sustains that “the alleged criminal organization was conceived taking advantage of and instrumentalizing the state structure of the Executive Branch, since many of those investigated are high-ranking officers.”
