On the afternoon of this Monday, October 10, the President of the Republic, Laurentino Cortizo Cohen, sanctioned the Law that establishes the Criminological Policy, with which the Executive Secretariat of the Criminological Policy will be created within the Ministry of Public Security.
The purpose of this law is to lay the foundations for a more scientific approach in decision-making related to crime and the effective protection of citizens.
“I am pleased to be able to sanction today this important Law, with which we honor the commitment made with the Panamanian people in our Action Plan, to establish a Criminological Policy, as a priority task, for the benefit of the country,” said Cortizo.
This norm contemplates the active participation of society with the formal institutions of social control, to achieve the construction of a community model that contributes to the fight against crime.
The Chief Executive indicated that this Law ensures the sustainability of plans, programs, and projects aimed at crime prevention and, more importantly, promotes a technical, scientific, multidimensional, comprehensive, and multidisciplinary approach to avoid improvisation in the planning of citizen security measures.
Another purpose of this law is to promote the effective rehabilitation and resocialization of men and women deprived of liberty, whether they have been convicted of committing a crime or adopt violence and crime as a way of life.
The regulation is the product of an inter-institutional effort that included more than 15 years of analysis and study of local crime, and took as a reference the best security practices developed and implemented in the world that have had effective results in building less violent societies. and with a lower incidence of crime.
This new legal instrument will also require the institutions involved in the execution of the Criminological Policy, the incorporation of personnel trained in criminology and related disciplines, to guarantee professionalism in the execution of plans. As well as the development and continuity of the Criminological Policy.
