Regarding his appointment, the lack of transparency was criticized: there was no public contest nor was it known how it was evaluated to occupy said position. Two years later, a report from the Comptroller General of the Republic warned about the indications of irregularity regarding the election of daniel soria. The document prepared by Internal Control Office (OCI) of the Ministry of Justice and Human Rights maintained that he did not meet the necessary requirements to assume the position.

However, his election has generated controversy due to his relationship with the drug trafficker Fernando Zeballos ´Lunarejo´. León is being investigated by the Tenth Provincial Criminal Prosecutor’s Office of Lima for illicit appropriation to commit a crime, forgery of documents and procedural fraud.
The investigation that was opened in 2012 indicates him as the suspected perpetrator of fraud that allowed the drug trafficker to avoid the eviction of his family from the residence located in The Casuarinas (valued at more than a million dollars).
Also, Leon Mancisidor was separated by Lima Bar Association (CAL), from September 23, 2017 to the same date in 2021, due to its link with ´Lunarejo´.

Finally, the complaint against the new attorney was admitted, so the disciplinary sanction was proceeded and, consequently, her separation and expulsion.
