The mayor of Montevideo, Carolina Cosse, issued a statement to the public after the councilors of the multicolor coalition voted to impeach him for not attending the courtroom in a call.
For Cosse, the event is unprecedented and is a “republican outrage”, since only a third of the councilors of the Departmental Board of Montevideo voted in favor of sending to the Chamber of Senators the request to remove her from her position.
“It is an unusual event and one of unprecedented political animosity. These figures are provided for in the case of crimes or violation of the Constitution. Neither of those things happened. What did happen is that the Intendancy responded to all requests for reports”, said the front-runner in the video broadcast on the IM’s social networks.
He recalled that the Access to Information Unit, an agency dependent on the Presidency of the Republic, placed the IM in 8th place out of 228 state agencies in terms of transparency. “Therefore, the only explanation I find to have generated this fact is that they want to distract and confuse the public. They will not achieve”.
Error in the use of the tool
The expert constitutional lawyer, Martín Risso, believes that the coalition councilors did not make correct use of the impeachment request tool.
“There are two separate things, one thing is whether Carolina Cosse should go to the courtroom or not, if there is a breach, another very different thing is violating the constitution or committing a serious crime, which are the cause of a political trial,” he said. in statements collected by Telenoche.
For the lawyer, there should be “a crime” for the request for impeachment to prosper, and Cosse “did not commit any (therefore) does not justify using the figure of impeachment in this case.”
