The results of the Regional and Municipal Elections 2022 in Arequipa can bring more than one surprise for the political organizations who participated. Some of them they would lose their registration before him National Election Jury (JNE).
In the present process, in Arequipa participated 14 political organizationssix of these were regional movements and the rest were political parties.
Lawyer specializing in electoral law Jorge Luis Mamani explained to La Republica that article 13-A of the Political Organizations Law establishes the causes for which a regional movement loses its registration:
- At the conclusion of the last regional election process, if it had not reached at least a regional councilor and at least eight percent (8%) of the valid votes in the regional election in the constituency for which he participates.
- For not participating in the regional election.
- At the request of the body authorized by its statute, prior resolution of dissolution. For this purpose, the respective legalized documents are attached.
- Due to its merger with another regional movement or political party, according to an internal decision adopted in accordance with its statute and the law.
Taking these reasons into account, regional movements that would lose their registration would be:
- Arequipa United for the Great Change
- Arequipa Reborn
- Arequipa Transformation
- Together for the Development of Arequipa

Why would they lose their registration?
Arequipa United for the Great Change (C): Yes participated in the regional election and, according to the ONPE results, he only got 2.132% of the valid votes and did not place any councilorfor which your registration would be cancelled.
Arequipa Reborn: did not participate in the regional election.
Arequipa Transformation: did not participate in the regional election.
Together for the Development of Arequipa: did not participate in the regional election, since his candidate was declared inadmissible.
Reassess: he did participate in the regional election. According to the results of the ONPE, he got 3% of the valid votes and did not place any director, for which his registration would be cancelled.
Modification was in 2019
Lawyer Jorge Luis Mamani explained that, within the political reforms carried out in 2019some modifications were made to the Law of Political Organizations, among them, that the movements had to reach the percentage of 8% of the valid votes. Previously it was 5%.
In 2021, Congress decided to suspend some reforms for the current electoral process, but failed to suspend the application of article 13, which is why it is in force. “They suspended membership and other requirements, but not this one. That is why there are several movements that are going to lose their registration”, he explained to La República.
Case Together for the Development of Arequipa
The particular case is that of the movement of the arrow of the virtual mayor of Arequipa, Víctor Hugo Rivera Chávez. If the rule applies, you would lose your registration. Lawyer Jorge Luis Mamani explained that a debate could be generated, since initially the political group did present a candidate for the region, who was Gustavo Rondónbut later this was declared inadmissible.
