As Evo Morales announced, Yacimientos Petrolifos Fiscales Bolivianos (YPFB) confirmed the existence of a “compensation” in favor of the coca growers of the Chapare for the construction of the Carrasco – Cochabamba Gas Pipeline (GCC), but also revealed that the fund is 1, 6 million dollars and that 50% was already disbursed in December of last year.
Morales, president of the Six Federations of the Tropic of Cochabamba, revealed in an expanded statement that his sector would receive a million dollars from the state company, but the figure is higher.
“The US $ 1.6 million, amount established as a product of the compensation for socio-environmental impacts of the project, should be invested in projects of service stations for the provision of natural gas, gasoline and diesel, of which 50% has already been transferred in December 2021, for the start of the aforementioned projects and the remaining 50% will be transferred once the corresponding physical and financial progress of the same is demonstrated, “says a statement from the state oil company.
In this context, he assured that “in general, every state or private oil company, national or foreign, has the same obligation to economically compensate the population affected by a project that it executes for the socio-environmental impacts, as long as it complies with the requirements required by law ”.

In an expanded discussion of the producers of the Chapare, held on Thursday, December 30, he announced that “we have collective compensation to the Six Federation, of YPFB Transporte, of more than one million dollars.”
The ex-president’s statements have caused a stir and requests for reports on this case have been raised from the opposition.
YPFB argued that in 2008, the company Transredes SA -now YPFB Transporte SA- began the construction of the GCC for an approximate value of US $ 131 million to supply natural gas to the western departments of the country.
“In accordance with the mandate of Law 3058, Article 119, the Ministry of Hydrocarbons at the end of 2007 – within the framework of Supreme Decree No. 29033 of February 16, 2007 (Consultation and Participation Regulations for Hydrocarbon Activities) – carried out the respective Consultation and Participation with the Peasant Communities that are overlapping in the project’s area of influence, “the oil company statement reads.
Then he adds that in said consultation “socio-environmental impacts of the project were identified; as a result, a Validation Agreement was signed, in which the agreements emerging from the execution of the Consultation and Participation Process were validated.”
Morales said that the disbursement could not be finalized before because the sector he represents did not have a legal personality that would facilitate the opening of a bank account in which the millionaire compensation is deposited. YPFB specifies that “compensation was pending” since 2009.
