Comas, one of the largest and most populous districts in Lima, has a total of eight registered candidates for the regional and municipal elections 2022. The candidate for the municipal chair who is elected in this democratic process will take office until 2026.
Here is a summary of each of them. the candidates for mayor of Comas and its main proposals in matters of security, education, health and public works.
Jean Pool Granados Lazo – Avanza Country
At 43 years of age, the mayoral candidate studied Communication Sciences at the John Logie Baird Institute of Technology. Currently, he works as general manager of the company Aepec SAC. According to him portal of the JNEin the past he belonged to the Popular Christian Party (PPC) and the political organization Vamos Peru.
In terms of security, it proposes to improve surveillance strategies and actions in a comprehensive and inclusive manner, with the participation of all sectors and institutions to develop preventive and sustainable policies. In addition, it proposes the creation of a program of healthy schools, to raise awareness among future generations, its organization and the adoption of environmental and eco-efficiency measures.
Alexis Lorenzo Bañes Rios – Popular Renewal
This candidate for mayor of Comas studied Medicine at the San Juan Bautista Private University. Currently, he works as a surgeon at the Sergio Bernales hospital. Last year, he resigned from the Unión por el Perú party and joined Popular Renovation.
Banes Rios proposes, in terms of security, to strengthen the video surveillance system, acquisition of vehicle and motorized units. In addition, it proposes neighborhood citizen security brigades in new areas, with persuasion teams.
With regard to health, it wishes to encourage the creation of health promotion and disease prevention programs and campaigns. It also intends to negotiate with the Minsa the implementation of a new mental health center in the district.
In terms of education, it promises to implement libraries in each area, create a Youth House and generate campaigns for knowledge, dissemination and promotion of human values.
Wilfer Francisco Carlos Palacios – Purple Party
Born in the department of Lambayeque, the candidate for the Comas municipal chair studied Law at the Federico Villareal National University and has extensive experience in the public sector. In 2020, he ran in the extraordinary congressional elections with the Together for Peru party.
Wilfer Carlos will focus on primary care regarding the health plan. That is, in the posts. To do this, it will strengthen and equip them adequately so that the service is efficient.
Regarding security, it will decentralize surveillance services based on the jurisdictions of the existing police stations in the district. His management promises to buy 30 serenazgo vans and put into operation 50 cameras that will be strategically located in parks and whereabouts, places that have the highest crime rate.
In terms of public works, it plans to build infrastructure through direct administration; that is, its management will be in charge of contracting the machinery and will carry out the technical files. This, according to your work plan, will prevent further spending and any type of corruption.
Roxana Marylia Ari Acuña – Hope Front
He studied Physical Education at the National University of San Marcos. Currently, she works as councilor in the district of Comas and as president of the Virgen del Chapi Cultural and Sports Association.
In terms of health, it proposes the implementation of the “The Mobile of Hope”. The vehicle will go through the sports halls, parks and squares to prevent illnesses and, in this way, avoid the long queues that form at the posts. In addition, it will manage the completion of the work of the Collique Hospital.
Regarding security, it will create the first serenazgo school, in which a citizen from each locality (urbanization, cooperative or human settlement) will be trained. Likewise, his management will strengthen the neighborhood councils.
Ulises Villegas – We are Peru
The candidate for the municipal chair studied Law at the National University Inca Garcilazo de la Vega. He has worked for more than 20 years in the public sector as a municipal official, advisor and consultant at the national level. In addition, he was elected deputy mayor of the Comas district in the 2015-2018 period.
In the field of security, his management promises to implement the plan “Comas, I love you for sure” to combat crime and citizen insecurity head-on. In addition, it will install a network of smart cameras with facial recognition in the 14 zones of the district.
With regard to health, it proposes the creation of the Municipal Clinic, the Home for the Elderly and the Shelter House for children, adolescents and women in situations of violence and/or abandonment.
On the other hand, in terms of education, it will manage the implementation of computer centers and free Wi-Fi in parks, in addition to the creation of a municipal fund that seeks to finance the technical and university careers of low-income youth.
Rosa Maria Sahuanay – Popular Action
Rosa María Sahuanay studied Nursing at the Higher Public Technological Institute of Recuay; Education, at the Enrique Guzmán y Vall National University of Education; and Law, at the Sergio Bernales Private University. Currently, she works as a professor at IE Augusto B. Leguía. According to the JNE portal, she has no sentences against her.
Regarding Education, Rosa Sahuanay proposes to establish agreements with the UGEL 04 and the Educational Institutions for the orderly use of the sports fields of each educational institution to encourage sports on Saturdays and Sundays where they can be enhanced. Likewise, establish useful vacations from January to March with a university focus, for high school students, at a reasonable cost.
With regard to sanitation, water and drainage networks will be built in areas where these basic services are not available, which will contribute to improving the quality of life of the beneficiary population.
Likewise, on security issues, it proposes to implement a training and professionalization system for citizen security personnel and neighborhood committees, through the avant-garde Instruction on Public Security, in agreement with the National Police.
Miguel Ángel Saldaña – Alliance for Progress
Saldaña has been mayor of Comas three times. The ex-burgomaster who studied Law at the Federico Villareal National University has been questioned on multiple occasions for the alleged illegal actions that he would have carried out during his administration. In 2018, he was accused of using public resources to finance his election campaign.
In economic matters, its work plan seeks to promote investment in commercial infrastructure in the district, to facilitate the supply of necessary products and services aimed at the population and that contribute to the generation of jobs and economic movement. In addition, it promises to establish a municipal veterinary, a home for children and vulnerable populations and gyms in public spaces.
Regarding health, Saldaña plans to coordinate campaigns aimed at preventing health risks for the population in general, with special emphasis on the most vulnerable sectors and the participation of the Ministry of Health, clinics and others.
Robinson Dociteo Gupioc – Podemos Peru
The candidate for the municipal chair studied Electrical Engineering at the National University of Engineering. He is the owner of Maison SAC, a company dedicated to providing services. It should be noted that, between 2020 and 2021, he served as a congressman of the Republic for the Podemos Peru party.
In economic matters, Robinson Dociteo plans to create the “Emprende Comas” program and implement business conferences or productive fairs that allow businessmen to place their products in the markets.
In the educational field, it proposes the creation of the pre-university municipal academy. This is an initiative that would strengthen the knowledge of young people who apply to different universities.
Elections 2022: what are the functions of a polling station member?
The members of the table are divided into four sub-functions: president, secretary, third member and substitute. However, they must comply with the following:
