Armed Forces: with more money, more functions and more opaque, experts warn

The researchers indicated that much of the budget goes to the Public Trust for the Administration and Payment of Military Equipment (FPAPEM), from which resources came to pay for a part of the Felipe Ángeles International Airport (AIFA), but they warned that 65% of the resources are still “hidden”.

“They gave more money to the Army, part of the money was taken to their projects, and another more important was taken to the trust (…) what happened with the Public Trust for the Administration and Payment of Military Equipment is that it had up to 60,000 million pesos of availability after having a maximum of 10,000 million pesos, the biggest jump was in the third quarter of 2019, when they increased their resources by 1,048%,” said Núñez.

Lisa Sánchez, director of MUCD, explained that since the 1940s Mexico has resorted to the military but since 2006 it has done so with “steroids”and since that year it has been giving them complete functions such as public security.

In addition, he said, they have been empowered through the budget, while the civilian forces have been spared resources.

“We have exponentially increased resources for the Armed Forces while we have skimped on prosecutors and police or have disappeared, not only have we given them more money through the budget, but they also overspend the money they we gave them and then they just come and report to us: ‘I spent a little more’”, he stated.
