Financial institutions will go through a screening process to meet this type of loan. “Among them, today (28) Caixa Econômica Federal announced, in a note, that it will also be making this consigned credit available to families. From there, they [as famílias] they can pre-register, qualify and the financial institution will grant the payroll loan”, said the minister.

Bento explained that the institutions that are qualified will not be able to actively search for beneficiaries to offer the loan. “The ordinance is very clear, prohibiting this conduct, this capture, this active marketing to seek these families. The financial institution has to have a passive posture, to be sued and, from there, make its payroll loan”.

According to the Ministry of Citizenship, the ordinance establishes the interest limit of 3.5% per month. “There can be no other administrative fee, not even a credit opening fee. From there, the family has to be informed of how much will be deducted from their benefit per month”, said the minister.

THE Law 14,431published on August 3, limited the amount of the payroll loan to up to 40% of the permanent transfer of R$ 400 from the Auxílio Brasil, that is, the beneficiary can deduct up to R$ 160 monthly, within a maximum period of 24 months.

The minister said that the loan could also be used by those beneficiaries of Auxílio Brasil who carried out their activities as individual microentrepreneurs and who were impacted by the covid-19 pandemic, to resume their business. Almost 21 million families receive government aid, according to Bento. Doubts about the payroll loan can be resolved by calling 121.
