More than a million low-income families nationwide require the Condition fulfill its promise in the presidential message and allocate a larger budget for construction bonds on its own site, in order to meet its need for living place.
A group of representatives of the small and medium-sized companies that build the houses asked the Deputy Minister of Housing and Urbanism, Cecilia Lecaros Vértiz, to allocate an additional budget for 2022 for 25,000 family bonds, open authorized centers to enroll eligible families, as well as achieving a minimum of 60,000 homes by 2023 and matching this bonus to the reconstruction bonus that represents 6.8 UIT and that the savings or counterpart of these families is 0.45 UIT as before the pandemic.

“We are not satisfied with the offers of the deputy minister, she has only repeated an offer made in the media that proposes to obtain a budget for only 8,000 bonds with the insufficient value of S/ 27,600.00. The Government at the beginning of 2022 delivered 18 thousand bonds, which have already sold out. The Ministry of Economy and Finance delivered an item of 504 million soles, but the Ministry of Housing has allocated it to a segment of the population with average income, leaving aside households with fewer resources “, said Wilson Vargas, spokesman for the technical entities of Peru.
Likewise, he explained that the official of the Ministry of Housing, Construction and Sanitation indicated that next year’s budget will be 60 percent for construction on its own site and 40 percent for the acquisition of new housing when in reality they should allocate 80% for Construction on Own Site (CSP) and 20% for Acquisition of New Housing (AVN). She added that they will be called in ten days to participate in a work table and assign the bonds to the most needy families.
The Construction on Own Site bond is one of the modalities of the Own Roof program, created in 2005, and allows financing the construction of houses for families in socioeconomic sectors D and E who cannot build with their own income.
With this system, the State provides a bond that households use to build the property on land that the family already owns and that has a property title. Currently the bonus amounts to 27 thousand 600 soles, as already mentioned this is not enough and is requested equal to that of Reconstruction, due to the rise in construction material prices, this would allow small companies to build basic housing modules of noble material of 35 square meters for Human Settlements, Hamlets, Populated Centers and new lands in Titling Process.
