The National Superintendency of Health sanctioned, with fines totaling close to 2,000 million pesos, to two legal representatives and two health service providers, after evidencing the non-compliance with the National Vaccination Plan in aspects such as the loss of biologicals, shortcomings in the cold chain for conservation and, mainly, the application of vaccines to people without prioritization.

The largest fine, for more than 1,362 million pesos, was imposed on Biledis Varela de Luque, manager of the Oriental Clinic of the Caribbean, IPS located in the municipality of Soledad (Atlántico), since, after previous inspection and surveillance, it was shown that the institution he directs had not provided health services since October 2019, but in April 2021 he managed, applied for and prioritized the vaccination of 11 people who did not belong to the front line personnel, including Varela de Luque herself.
This sanction, in particular, was classified as fraud due to the seriousness of the events and the intention of the manager Varela de Luque de hide obvious situations, as the clinic was closed and was reopened to carry out the irregular vaccination.

The second sanction, for 363 million pesos, fell on the Santander Ophthalmology Foundation (Foscal), After demonstrating that within the provider institution, the prioritization criteria established by the Ministry of Health for the vaccination of the population in the first stage were not taken into account, when supplying, in February 2021, the dose of the biological agent to a surgeon plastic.
“Foscal provided the vaccination service in an establishment that did not have authorization to do so, such as the headquarters of the Fosunab clinic.“Supersalud maintained.
Likewise, the regulatory entity sanctioned the Departmental ESE of the Meta Solution Health with a fine of more than 180 million pesos. The reason Failure to comply with the obligations of storage, custody and conservation of vaccines against covid-19.

In March 2021, the healthcare institution lost a vial (glass, bottle) corresponding to the biological Sinovac at the Mapiripán Service Center.
The Supersalud reported that the remedies for reconsideration and appeal are due to the sanctions it took.
Another sanctioned was José Rafael Domínguez Ayala, manager of the ESE Fray Luis de León, from Plato (Magdalena), with a fine close to 50 million pesos, after not taking the necessary actions to guarantee compliance with the regulations of the National Vaccination Plan, such as guaranteeing the cold chain for biological conservation, non-compliance in the management of hospital waste, shortcomings in the scheduling of appointments for vaccination and inadequate prioritization of nine people for stage 1 for the biological application.
In this, Domínguez Ayala carried out an inadequate prioritization process, irregularly characterizing administrative and maintenance personnel who were not in a permanent, intense and direct exposure to the virus and privileging people without the age requirement (60 years).

The Supersalud reported that the sanctions it took came from the resources of replacement and appeal.
At present, under the entity’s magnifying glass, another 23 investigation processes continue for irregularities in compliance with the National Vaccination Plan.
