In the last hours it emerged that the Ministry of Social Development, led by Martín Lema, decided at the end of December that it will directly buy $ 4,500,000 in cell phones that will come out of the portfolio budget.
The information the revealed the news portal Chronicles of the East, which published a copy of the resolution in which it is read that “prior intervention of the Outstanding Audit Accountant of the Court of Accounts, the Direct Contracting by Exception with ANTEL is authorized, in order to acquire devices and accessories for different addresses in this Secretary of State, to fulfill the pertinent tasks to this one ”.
The purchase covers “the period between October 1, 2021 and December 31, 2022”, and is for a total amount of $ 4,500,000, which must be invoiced against delivery of the merchandise.
Purchase “in dire need”
It is extracted from the Mides budget of 2021 $ 500,000 and that of 2022 the remaining $ 4,000,000.
The expense will be attributed “to Program 401, Project 971, Group 3, of the Executing Unit 001, of Item 15, Ministry of Social Development, as indicated in the resolution.
The document closes with the signature of Martín Lema himself. According to the aforementioned media, Internal Circular Number 002/021 authorized the direct purchase “for reasons of imperative necessity, so as not to affect the service and particularly, the people it is addressed to,” but that purchase was intervened by the Court of Accounts of the Republic.
