The Parliamentary Front against Corruption and Impunity, chaired by Deputy Kattya González, held a public hearing to analyze the current application of the Law known as “zero tariff” in public university institutions.
The director of the Treasury of the Ministry of Finance, Claudio Vázquez; representatives of the student sector; deans and rectors of different academic units of the public sector; and various exponents of civil society.
At the beginning, the deputy González maintained that it is a demand of the students, the adequate implementation of the aforementioned regulations and that it has a greater scope.
He referred that it is necessary to implement a control of the laws that are sanctioned to later verify if the objectives set are met. “We wanted to bring to the public debate something very recurrent for young people. This issue, which is a long struggle, is to confirm a fundamental human right, which is access to education as a right and not a privilege”, the legislator said.
The aforementioned law, it should be remembered, establishes free admission and degree courses in all public universities in the country.
It was popularly baptized as “zero tariff”.
This is a measure that will benefit graduates from public and subsidized schools, with the particularity that students from the private sector can also request exemption by demonstrating a situation of vulnerability.
According to the distribution stipulated in the Fonacide Law, 7% must be allocated to develop the concept of gratuity in public universities. When questioned about the application, the Director of the Treasury of the Ministry of Finance explained that Fonacide resources have suffered a significant drop in terms of disbursements corresponding to binational entities. According to the explanations provided based on the same reports from these entities, the situation is due to the consequences of the weather phenomena that affect the Paraná River.
The students criticized the deficiencies of the current system and pointed out issues such as the lack of transparency in the use of resources. In addition, they criticized the large existing gap due to the lack of opportunities for young people with less economic wealth.
“It was a successful meeting with students and deans from the different national universities, to analyze the current situation of the Zero Tariff Law. The strengthening of democracy, based on permanent dialogue, is one of the priorities of the Parliamentary Front against Corruption and Impunity, and we will continue on this path, with more meetings”, declared deputy Kattya González.
