At the initiative of deputy Carlos Núñez (ANR-Central), the Lower House approved a draft declaration “By which the Executive Power is urged to arbitrate the necessary means to install a joint monitoring mechanism for projects to generate productive employment and work decent”. The decision was made on tables, during the last ordinary session of the institution.
The document considers the need to coordinate actions in all State institutions; and guarantee the attraction of capital, in order to enable the generation of jobs for the compatriots.
The project legislator highlighted productive employment and decent work as key factors to achieve inclusive and equitable social development. He argued that the State must guarantee and facilitate the necessary mechanisms to promote the creation of jobs in the private sector; and he emphasized the objective of helping to install investment follow-up mechanisms, with the purpose of facilitating coordination between all institutions.
Núñez Salinas indicated that it is also intended to set up a working group made up of representatives of the Executive Power and the Legislative Power, dedicated to the identification and formulation of regulations that guarantee legal security for investment.
Along the same lines, he mentioned the importance of seeking tools to work on a more equitable social security system.
This work table, according to the parliamentarian, must focus tasks on shielding resources destined for infrastructure works; review current regulations for the proper implementation of concessions and the public-private partnership; and in the review of plans that have a positive impact to attract capital.
Finally, he stressed that it will also be positive to analyze the results and impacts of tools such as the Guarantee Fund for Micro, Small and Medium Enterprises (FOGAPY); and other trust funds.
