It is an “Android Earthquake Alert System”, which notifies that a seismic event is happening or about to happen.
This option is enabled on mobile phones with the Android operating system and what it does is detect seismic waves.

The case seemed curious to many netizens, even commenting that they do not have the active notification and asking for advice to activate it.
