Minerd prohibits the use of educational establishments in the first instance as a refuge before the passage of Fiona

The Ministry of Education (Minerd) prohibited regional directors from using educational centers and campuses as shelters or reception centers in the face of the hurricane FionaI feel these are the last option to consider.
