Marking a position opposed to that of the previous authorities, the new directive of the National Institution of Human Rights (Inddhh) accepted the NGO Center for Human Rights Studies of Uruguay within its registry of social organizations.
The decision was made by a majority of four votes to oneas reported to The Observer Marcos Israel, new president of the Inddhh.
Asked about it, Israel did not want to comment.
The NGOs admitted to this registry can be summoned to advise the Inddhh and participate in the National Human Rights Assembly.
The recognition of the Center for Human Rights Studies of Uruguay (Ceddhhu) had been denied by the previous directorate of the Inddhh.
The Ceddhhu brings together various organizations of defense of military prisoners for crimes committed during the dictatorship and of victims of the National Liberation Movement-Tupamaros and other leftist guerrilla groups that acted in the 1960s and 1970s.
Its president is Sergio Molaguero, who was kidnapped by the leftist group OPR-33 in 1972; the vice president is Graciela Rompani, widow of President Jorge Pacheco Areco and member of the so-called Montevideo Forum, an organization that has demanded the release of military prisoners for crimes committed during the dictatorship. Former Colorado deputy Daniel García Pintos is also a member of the board.
“Considering that there are more than 100 registered associations, it seems to me that it is logical that they have admitted usMolaguero told The Observer.
The vote against recognizing the Ceddhhu was by Wilder Tylerthe only member of the previous directorate of the Inddhh ratified in his position by the Legislative Power.
Tyler made a written record of the negative rationale for his vote. In his considerations, he maintained that although “pluralism and diversity are a guarantee of integrity and institutional strength” there is “Boundaries not to be crossed”.
In that sense, he noted that some members of the Ceddhhu have denied state terrorism. “The free exercise of their right to defend criminals against humanity does not qualify them to join the Inddhh,” he stated.
He argued that the Inddhh “is not neutral” and should not receive in its midst those who profess concepts that “undermine human rights.”
The Ceddhuu, which takes its name from an organization of the same sign that had existed years ago and no longer functioned, made an “act of presentation” on August 23 at the Communications Tower. There, former President Julio María Sanguinetti, former Foreign Minister Enrique Iglesias and Molaguero spoke.
