the ukrainian president, Volodymyr Zelensky, blamed Russia this Sunday (09.11.2022) for the “total blackout” that occurred in areas of eastern Ukraine and accused him of deliberately undermining the civil infrastructure.

“A total blackout in the Kharkov and Donetsk regions, and a partial one in those of Zaporizhia, Dnipropetrovsk and Sumy,” Zelensky said in a statement, accusing “Russian terrorists” of power cuts. “No military installations,” he said. “The goal is to deprive the people of light and heating,” he added.

Shortly before, officials in eastern Ukraine accused Russia of having caused, with its attacks, the blackouts recorded in several eastern areas where kyiv forces made gains as part of a counteroffensive.

“Critical Infrastructures”

Power cuts affect territories where millions of people lived before the war.

The governor of the Kharkov region (east), where kyiv claimed territorial gains, said on social media that Russian attacks on “critical infrastructure” had affected water and electricity supplies.

According to Oleg Sinegubov, “there is no longer any water or electricity in several agglomerations. The emergency services are trying to control the fires in the places that were bombed.”

The governor of the Dnipropetrovsk region (center-east), Dmytro Reznichenko, stated for his part that the Russian forces “impacted the energy infrastructure” because of “defeat on the battlefield.”

The governor of Sumy (east) indicated that the water and electricity cuts affected 135 cities and towns in his jurisdiction.

AFP journalists who were in Kramatorsk, in the Donetsk region (east), confirmed that the cuts also affected this city, one of the largest in the east still under Ukrainian control.
