Intendancy allocates a competitive fund to finance work with homeless people

The Municipality of Montevideo created a competitive fund aimed at social organizations and groups that lead proposals aimed at homeless people, with the aim of developing approach models that combine professional action with the actions of volunteers, in proposals that encompass social, educational, labor and recreational areas.

These initiatives will work in coordination with the Homeless People Care Program, which the Intendancy develops through its social care and psychotherapeutic devices (day centers and polyclinics).

According to the last census of the Ministry of Social Development (Mides), carried out in July 2021, there are 3,907 homeless people in Montevideo, of which 2,987 make use of the shelter system and 920 live outdoors. 89% of people in this condition are men, with an average age of 38 years.

30% of those surveyed by Mides, in the 2020 census, declared having some mental health condition, 56% use drugs daily and only 5% are in treatment. More than half said they had suffered aggression of some kind while on the street.

Announcement

The call is open to organizations and groups -groups, social organizations, community organizations, neighborhood initiatives or groups, unions, among others- that are already developing direct work initiatives with homeless people and can use the resources to qualify their task, expand the scope of their action or add new components to the intervention they carry out.

The applicant organizations or groups must prove that they are made up of a minimum of four people over 18 years of age.

The fund is endowed with $1,500,000, to be distributed in two ways:

  • Projects up to $150,000. Total maximum amount to be awarded: $600,000
  • Projects up to $450,000. Total maximum amount to be awarded: $900,000

Excluded from the call are organizations and projects that are currently receiving some kind of formal support from the Intendancy to care for homeless people.

Modalities

Four work modalities were defined:

  • Itinerant street approach format: proposals that promote the active recruitment of people living on the street and working outdoors. Care and coexistence with the neighborhood environment and merchants will be promoted. Links will also be created with public services, assistance policies and social protection. Recreational, sports and socialization actions are expected, which generate binding actions for the treatment of problematic drug use
  • Low-demand space format daytime mode: it must offer a safe and friendly place to stay for a while, focused on providing a first listening and containment aiming at the construction of the socio-educational relationship.
  • Format of training spaces – training for people who have expectations and motivation to carry out educational, training and job placement processes, with a profile to undertake.
  • Other formats that are considered necessary.

The proposal must contemplate the participation of people with different profiles (age, biographical, gender, ethnic) and a model based on gender equality.

Applications

Applications will be received exclusively in paper format, at the Department of Social Development (Av. 18 de Julio 1360, 3rd floor, door 3058), Monday through Friday from 10 a.m. to 4 p.m.

The deadline for submitting projects will be Friday, September 16 at 4:00 p.m.
