The Power of attorney sentenced the current Vice Minister of Transport, Luis César Rivera Pérez, to 6 years in prison for the crime of incompatible negotiation when he worked as central manager of Airports of the Peruvian Corporation of Airports and Commercial Aviation (Corpac).
According to the ruling of the First Permanent Unipersonal Criminal Court of the Superior Court of Justice of Callao, the official was interested in contracting the security services of two companies for the Juan Velazco Astete Airport and the Acopia Grande radar station in Cuscowhen he held that position.

The former general manager of Corpac, Dhenis Gamth Cabrera Garrido, also received the same sentence; the administrator of the Cusco airport, Carlos Enrique Huaroto Gerónimo; the head of the airport administration team, Jorge Antonio Herrera Alcocer; and the airport security manager, José Antonio Custodio Cáceres Montanchez.
For their part, the general manager of the company World Security and Services SAC, Emilo Huamán Pérez, and the legal representative of Walkers Protection SAC, Henrry Smith Achaca Vergaray, were sentenced as accomplices.
In addition, at the request of the Prosecutor’s Office, the judge ordered the ruling in advance: the solidarity payment of S/ 1 million 255 thousand 420 as civil compensation in favor of the Statethe cancellation of a 180-day fine (equivalent to S/ 2,052,000 each) and the disqualification from holding public office for a period of six years.
According to the ruling, Cabrera Garrido and today’s deputy minister authorized the contracting of the two companies for an amount of S/ 1,761,878, and divided the service orders for amounts less than 3 tax units (UIT), renewed every two days. between March 2013 and January 2014.
To do this, they omitted the process of exoneration due to imminent shortages, in order to illicitly benefit such companies.
In addition, Huaroto Gerónimo, Herrera Alcocer and Cáceres Montanchez, in their capacity as officials of the Cusco airport, requested the hiring of the security service through the service orders and allowed it to continue without observing or denouncing the fact, thereby violating their functions. .
It should be noted that, by order of the Judiciary, the execution of the sentence has been suspended until the appeal is resolved in the second instance and under the condition that payment of a deposit of S/ 30 thousand each.
