The President of the Constitution Commission, Nano Wardecided, at the request of its leader Keiko Fujimori, to arrange that today at 9:30 am the debate begins on the bills Digna Calle, from Podemos Peru, and Susel Paredes, from Integrity and Development, on the advancement of general elections.
The unknown, however, continues to be the position of Fujimori. The fact that the Fujimori congressman Guerra García has yielded and started the discussion of these initiatives does not mean that he intends to approve them. This was revealed in a dialogue with La República.
“That will depend on the members (of the commission) and on the viability of the project both constitutionally and politically,” replied the head of the Constitution Commission, when asked by this newspaper When will the opinion of the projects of new elections be ready?.
When asked, in addition to his position on these proposals, he replied that he cannot advance an opinion.
bulk discrepancies
As the initiatives of Calle and Paredes imply a constitutional reform, there are two paths for their approval: that they receive the green light in Congress with 87 votes in favor in two plenary sessions of different legislatures or that with 66 votes in favor a referendum is called.
So far, there are not 87 votes in favor of this way out of the crisis. Vladimir Cerrón, secretary general of Peru Libre, is against this proposal and, therefore, his caucus as well. Meanwhile, in Alianza para el Progreso (APP), the audios of Cesar Acuna They uncovered that in this group the priority is the vacancy of President Pedro Castillo.
The same happens in the benches of Avanza País and Renovación Popular. The Popular Action congressmen, for their part, still do not agree.
And in the case of Fuerza Popular, despite its leader Keiko Fujimori is in favorno orange parliamentarian who is part of the Constitution Commission —including Nano Guerra— has publicly expressed a position that supports the initiatives of Calle or Paredes.
In this scenario, Fujimori herself has recognized that the quickest way is the one of 66 votes in favor of the project and that later there is a popular consultation.
“The advancement of elections is a democratic mechanism with a change in the Constitution which, in case you didn’t know, can be easier and faster. With 66 votes and a referendum that the people confirm, we will end the government of Pedro Castillo and his serious damage to Peruvians,” tweeted the daughter of former dictator Alberto Fujimori.
“We are in a position to get 66 votes and submit my project to a referendum. Fuerza Popular has already joined the consensus, and we are waiting for the other benches to join,” said Calle.
“I think the most reasonable way out is the Advance elections that allow an orderly outcome to have time to make some reforms”, Susel Paredes, parliamentarian for Integrity and Development, said.
The coming process will be full of disputes. The ruling party appeals that these projects do not pass the commission. “I am almost sure that whoever proposes it is sure that it will not be approved,” said Víctor Cutipa, from the Magisterial Bloc, referring to Fujimori’s position.
To be the former presidential candidate of Fuerza Popular, one of the political actors who promotes everyone to leave aroused rejection on the left. “It seems that in practice those who really dictate the agenda are Keiko and César Acuña,” protested Alex Flores, from Peru Libre, after the Constitution Commission scheduled the reforms promoted by Paredes and Calle for today.
