Marrufo worked for almost the entire duration of the Castillo Government for the former Minister of Housing Geiner Alvarado Lopez, who, together with the head of state, signed Supreme Decree 102-2021 to finance a hundred projects. Like Marrufo, another member of ‘Los Chiclayanos’, the mayor of Anguía, Nenil Medina Guerrero, achieved 5 projects for around 10 million soles. Medina manipulated the tenders for public works to later charge businessmen bribes of 10% for each award.

-The companies Marrufo Engineering and Construction and Rois Civil Works, whose owner is Henry Marrufo Delgado, they won two contracts in Cumba for 1.8 million soles. Henry Marrufo would be a member of the family of the former head of the Cabinet of Advisors Salatiel Marrufo Alcántara.
