In the afternoon of Monday, two men were kidnapped in Yby Ya’u (Concepción). They are Hugo Barbosa and Mario López, both cousins of Vidal Argüello, mayor of the city.
Barbosa’s body was found around six in the morning, while López was found at approximately 10 hours. The first accused 10 shots, seven of them in the head. While López received five shots. All at medium distance according to data from the forensic police.
The death occurred around 16 hours earlier. That is, around 6 p.m. on Monday.
UNSAFETY
Juan Martens, a doctor in criminology, pointed out that this criminal gang is not related to the self-styled “Army of the Paraguayan People” (EPP) or to the Armed Peasant Association (ACA – EP). However, they have already been operating for three years.
“The first news of extortion already dates from three years ago. It flourished in the full presence of the FTC. There is a collusion, without police and military support they would not be maintained. It is a populated and transit area, not a wooded area. The inefficiency of the security states makes them proliferate ”, he questioned.
He pointed out that he handles data that they are professional extortionists and that their objective is to profit through blackmail and extortion.
“It is not the first time that it happens. There is a mistrust in the state security apparatus. People establish their own security mechanisms, “he said.
Martens explained that he had already been in contact with a villager, who told him that the criminal group had previously acted far from the area of the fifth route. However, now they operate a few kilometers from the center.
“Soon they will have to pay a tax rate to criminal groups, as is the case in Brazil. It is a practice that is installed in the face of the failure of security policies ”, he concluded.
CHRONOLOGICAL ORDER
Around 5 p.m., Barbosa boarded a motorcycle with López to herd some heads of cattle located in a cattle establishment. The place was five kilometers from his residence.
Faced with the delay, Barbosa’s wife asked her brother-in-law Julio Barbosa to go look for him. It was also on a motorcycle, but when he got to the place he was shot. He received a projectile with entry and exit in the leg, but was able to escape and hide in the wooded area.
On Monday night, a man dressed in parapara’i (military clothing) entered the warehouse that Barbosa owns in his home. There he asked the victim’s wife for the payment of G. 100 million to free him. The woman claimed that she only had G. 8 million who delivered them. However, despite this payment, the man was executed.
Yesterday morning, the family received the announcement of a body found on the side of the road. It was Hugo Barbosa.
After 10 in the morning, López’s body was found. Both bodies have already been handed over to their relatives.
Julio commented that a month ago, his brother was already approached by the same criminal gang. They threatened him, on that occasion, that if he did not pay G. 10 million they would not let him work. Then they threatened that if he reported to the National Police, his family would pay the consequences. So, he ended up paying the demand.
