The Public Ministry succeeded in having the preventive detention requirement declared founded, for a period of 9 months, against the terrorist Víctor Quispe Palomino, alias “Joseph”, accused of being the leader of Sendero Luminoso and organizing an ambush that killed 3 law enforcement officers.
Quispe Palomino is credited as the mediate perpetrator due to organizational dominance, for having organized, planned, directed, and evaluated the indicated subversive ambush.
Also for being the direct author of belonging to the Sendero Luminoso Terrorist Organization as leader, since July 14, 1999, the date on which he assumed the leadership, after the capture of Óscar Ramírez Durand, alias ‘Feliciano’.
This measure was materialized through what was exposed by the Second Supraprovincial Criminal Prosecutor’s Office Specialized in Human Rights, Interculturality and Terrorism Crimes of Ayacucho. In that sense, the arrest at the national level of Quispe Palomino was ordered.
Death of 3 officers
As is known, on October 29, 2020, in compliance with the Eagle Eye Operations Order, 2 law enforcement patrols were inserted by air, made up of a total of 22 Army and PNP personnel.
Accompanied by a group of effective collaborators, they entered a place in the province of Huanta, located in the sector called ‘Banderita’ of the Canayre district.
After implementing the security measures, they traveled on foot in order to locate and arrest the members of the Sendero Luminoso Terrorist Organization (OTSL).
In full displacement in the Valley of the Apurímac, Ene and Mantaro Rivers (VRAEM), the military and police agents were ambushed by members of the self-styled Militarized Communist Party of Peruwho activated homemade explosive charges by using detonating cords, Ammonium Nitrate – Fuel Oil.
The activation of these explosives injured 6 commandos, who were immediately helped by their colleagues while they repelled the attacks, the Army non-commissioned officer dying in that place Gersson Samuel Cabrera Estrada and NCO Haddier José Lázaro Lino.
In turn, the non-commissioned officers of the Army Cristian Rene Cari Cutipa, Mijahil Castro García, Yuri Anaya Gutiérrez and the Army Captain Luis Gonzalo Nicolas Marzal Huallanca were seriously injured, the latter dyingdays later, at the Pichari Hospital.
‘José’ is wounded after a military attack
At the beginning of August, after the execution of one of the most important operations against terrorism in the district of Vizcatán (Vraem), the Armed Forces detailed the results of the “Patriota” operation.
According to the Armed Forces, the operation “Patriot” It had a very high degree of difficulty because the area was fortified with bases, tunnels and terrorist hideouts. Added to this is the thick vegetation and the complex climate.
“In our calculation of casualties we assumed that we could have some downed ships and human casualties (…) once the troops set foot on the ground, the progression begins and each of the objectives falls until reaching the hideout of Víctor Quispe Palomino, alias ‘José’”detailed the general EP Manuel Jesús Martín Gómez de la Torre Araníbar, head of the Joint Command of the Armed Forces (CCFFAA).
He specified that as proof of this, the military seized personal belongings of ‘José’. “His glasses, clothes marked with his name, cane, his rifle, books, hats and several laptops where he kept all his information were found,” he said.
“This objective is achieved (the hiding place of ‘José’) but we assume that because of the blood we found in that place, and because it was gone, we assume that he is wounded and hidden somewhere… we search every part of the terrain and logically in permanent contact with the enemy under fire. Within these four days we had two casualties”added the military high command.
