States, municipalities and the Federal District can now submit requests for the transfer of funds to the Union to pay for free public transport for the elderly aged 65 and over. THE provisional measure that made available the R$ 2.5 billion that will finance the benefit had already been published last week.
This Friday (2), a concierge that regulates the procedures for the transfer of resources was also published in the Federal Official Gazette. The registration of proposals is now open and can be done until the 9th of September on the +Brasil Platform.
The action is provided for in Constitutional Amendment (EC) No. 123/2022, enacted in June, which also increased the value of Auxílio Brasil to R$600, created a new benefit for truck drivers and increased the gas allowance for vulnerable families. In the case of the benefit for the elderly, the entire amount of R$ 2.5 billion must be used exclusively to pay the gratuity of people over 65 years of age in regular urban, semi-urban or metropolitan public transport systems. The funds will be contributed until December 31 of this year.
The execution of resources will be done in a decentralized manner, through transfers from the Union to the bodies linked to it, to cities, states and the Federal District. By the rules, the federative entities will be responsible for the use and distribution of the resources to the service providers, observing the premise of the economic-financial balance of the contracts.
The transfer of funds will be proportional to the population over 65 years of age residing in each state and municipality, provided they have regular municipal or intercity transport services in operation. The calculation of the number of people in this age group will be based on the most up-to-date estimate published by the Department of Informatics of the Unified Health System (DataSUS) based on data from the Brazilian Institute of Geography and Statistics (IBGE).
how to apply
The first step is to fill in the mandatory registration fields on Plataforma + Brasil. Then, the representative of the federative entity must include a self-declaration that confirms that it has a public passenger transport service in regular operation.
In cases where the self-declaration involves services of a semi-urban or metropolitan nature, the cities served by the applicant must be included. In addition, the Action Plan must also be completed in the Fund-to-Fund module of the platform.
The analysis of requests will be carried out by the Ministry of Regional Development (MDR) until September 16th. The final classification of requests, with due calculation of the distribution of amounts to eligible federative entities, will be effective until September 21.
The final list by the MDR will be published on the 23rd of September. Before receiving the funds, states, municipalities and the Federal District must still sign a Term of Adhesion by September 28, which will set the amount to be transferred, in addition to the conditions for the transfer to be effective.
The document will be available to be signed electronically on Plataforma + Brasil. In addition, the Term of Adhesion must be fully published in the Official Gazette or other official means of communication.
The contribution of resources to the federative entities will begin to be carried out as of September 30th. The deadline for transfers of Aid by the Union is December 31 of this year.
