A) Yes, the Ministry of Transport is created, in which the former Massista legislator Jorge D’Onofrio will stop, an area that will address issues related to land, river and rail transport.
It will also be the body in charge of the study of costs, determination of tariffs and concessions of public transport services and supervision of the activity of providing the public transport service of passengers and cargo.
In addition, it must dictate regulations related to the contracting and maintenance of public transport services; design and implement policies on road safety; and manage provincial land, river, rail and multimodal transport.
At the same time, it must supervise the control and inspection of transport services; formulate the Provincial Transportation Plan; coordinate the operation of the VTV Regulatory Body; and coordinate the establishment of criteria for the compatibility of the public transport service with other jurisdictions
The establishment of participation programs for consumer and user associations in the projection of public policies will be added; organize the provision of air and port services of the governorate and be the controller of the port and airport services of the aerodromes and provincial public ports.
What’s more, the Ministry of Housing will be created, which will be led by the former Minister of Infrastructure Agustín Simone, with the mission of “generating public policies for housing, social developments and neighborhood regularization processes.”

Among other functions, the new body will have to oversee environmental policy to preserve natural common goods, “promoting an ecological transition, incorporating alternative technologies and energies”; intervene in waste control procedures; and planning environmental education policies.
“Understand the management, handling and conservation of protected areas and forests; intervene in the planning and conservation of biodiversity and in the implementation of policies aimed at the protection and improvement of the soil; and coordinate measures for the environmental management of water” , are other of the missions of the new area.
The coastal and marine spaces and the Delta of the Paraná of Buenos Aires; fire management management, environmental impact assessment procedures, climate change mitigation and adaptation policies; Preventive actions and natural emergencies and climatic catastrophes are other goals of the new Ministry.
At the same time, in the modification of the Law the Cultural Institute is created as an autarkic entity, whose head will be the former deputy and former dean of Journalism of the National University of La Plata (UNLP), Florencia Saintout.
This is the area that must guarantee access to the right to material and intangible cultural property “such as the right to the production of culture from the practices that the people carry out.”
The Institute must promote cultural manifestations that affirm the local, regional, provincial and national identity, considering the diversity, heterogeneity and interculturality that is proper to any identity configuration; design policies for the conservation, promotion, enrichment, dissemination and extension of the province’s historical and artistic-cultural heritage, among other activities such as coordinating provincial theaters.
