the parliamentarian Patricia Chirinosof Advance Country, issued an official letter to José Williams, congressman and head of the Congressional Defense Commissionrequesting that you cite as “very urgent” Defense Minister Richard Tineo Quispein order to provide “pertinent explanations” for the designation of the former head of the sector José Luis Gavidia as the new representative of the International Maritime Organization (IMO) less than a month after his resignation.
According to the document presented by Chirinos this Monday, August 30, José Luis Gavidia had already held the same position before the United Nations (UN) from January 1, 2014 to January 31, 2016, so would not be respecting the Military Personnel Regulations of the Armed Forces on Diplomatic Mission which states in its Ministerial Resolution No. 0977-2019-DE-SG that to be designated a representative of the IMO the requirement is “not having been previously appointed”.
“Mr José Gavidia has a complaint of family violence for assault against his wifeis currently under investigation by the Prosecutor’s Office for alleged irregularities in having traveled in an official commission to the provinces with his daughters, and has a preliminary investigation for the hiring of Verónica Gavidia Rodríguez, her daughter, in the National Forest and Wildlife Service (Serfor)”, reads the official letter.
In this sense, according to the legislator, the image that an organization such as the International Maritime Organization would project “would be counterproductive for the interests of the Peruvian State” and, in addition, would violate Peruvian laws, for which she asked José Williams to summon the current holder of the Ministry of Defence (Mindef).
“Again, peter castle tramples on Peruvian norms. The appointment of José Luis Gavidia is illegal”, Chirinos wrote on his Twitter account.

It is worth mentioning that José Gavidia was appointed after being recommended through a technical report from the General Directorate of International Relations of the Ministry of Defense.
However, in said publication it is detailed that Gavidia “is empowered to vary the start and end date of the appointmentwithout increasing the number of days established or changing its purpose”, so its permanence would also depend on the new head of the sector, Richard Tineo.
